Program Description Unique Aspects of Program This program will be virtually unique in the state. Currently only Georgia Tech has a graduate program concentration in Information Security, with their Masters program in Information Security. The curriculum planned at KSU is much more managerial in its inception, compared to the technical program offered at Georgia Tech. Institutional Importance of the Program This program is a vital thrust of the MS in Information Systems and is designed to both serve national, state and regional mandates to improve the number of professionals in Information Security, and a crucial marketing tool to increase interest and awareness in the other graduate programs offered at KSU. KSU's Strategic Plan The program is synchronized with KSUs strategic plan. Kennesaw State University aspires to be a progressive and exemplary educational institution, respected for its excellence and leadership in teaching, service and research. The university is committed to continuous improvement in an increasingly diverse and constantly changing learning community. This initiative represents cutting edge education in the nation, and is supported by faculty recognized as leaders in their fields. We are continually improving the curriculum offered by reading the pulse of industry and seeking to meet the needs of tomorrows leaders today. As part of KSUs unique characteristics is Service and research that strengthen teaching and address the public's interests are important supportive priorities. This program seeks to directly address that public interest by providing professionals capable of increasing public awareness of the threats to information security and measures to address those threats, as well as increase the general readiness of organizations within the state. System and State of Georgia Goals The Certificate program direction address a number of the 11 key goals within the new Board of Regents strategic plan including: Enhancing the curriculum to expand the intellectual, ethical and leadership quality of USG graduates; Expanding participation in higher education by better serving the needs of non-traditional students, increasing distance education opportunities, advancing the use of the state's public libraries, and increasing marketing efforts regarding the advantages of higher education. Improving the quality of the curriculum, research activities and international opportunities in the System; Increasing academic productivity via improved recruitment of new students, increasing the number of current students who remain in college, improving the time it takes students to earn a degree, increasing the number of credit hours students take, augmenting continuing education opportunities and continuing the use of technology in the delivery of instruction and student services; Accelerating economic development by producing graduates and academic programs to meet state need, and expanding marketing of the University System as an economic asset of the state; Staffing, Facilities and Enrollment The Certificate can be deployed with existing staffing and facilities. All courses proposed as part of the new certificate are extant within the Master of Science in Information Systems. II Objectives of the Program The objectives of the Graduate Certificate in Information Security and Assurance are to create a set of information technology professional with a detailed understanding of the importance of information security and the role it plays in the modern organization. Upon completion of this program graduates should be able to: Discuss the role of information security with relation to modern organizational functions. Examine implementation of information security in organizations and make recommendations for improvement and maintenance. Design, plan, organize, and implement information security programs in an organization. Effectively plan for future information security implementations. Conduct risk management assessments including business impact analyses. Evaluate the controls needed to protect information within the organization to include policy, education and awareness, and technology. Prevent, detect, and react to threats to information security in the organization. This program is designed to both allow students currently in the MS-Information Systems and students outside the program to complete the requirements for the certificate. III Justification and Need for the Program One of the continuing challenges facing the technology industry is the security and protection of the information contained within automated information systems. Advances in information security (InfoSec) have been unable to keep pace with advances in computing in general. Daily, press accounts of dramatic computer theft, fraud and abuse are reported as leading to extensive economic loss. Recent attacks on the American IT Infrastructure have highlighted the need for information security. The 2003 CSI/FBI Computer Security survey found 92% of respondents detected computer security breaches within the last year. 75% reported financial losses due to computer breaches. According to Dr. Joseph Bordogna, Deputy Director, National Science Foundation in remarks at a June 2002 NSF Workshop The events of September 11 only accelerated longstanding concerns about the threat of cyberterrorism and the vulnerability of the nations information systems and communications networksQuestions about the adequacy of the U.S. science, engineering, and technology workforce are also rising to a chorus. Reported shortages of skilled workers in the IT sector are only one example. The need we all recognize, for a cadre of professions in computer security and information assurance, is right at the top of the list. One of the recognized ways to combat the threat to information systems is education. Education is needed to prepare students for employment in a secure and ethical computing environment, and especially to prepare students of IT in the recognition of information system threats and vulnerabilities. An educational system that cultivates an appropriate knowledge of computer security will increase the likelihood that the next generation of IT workers will have the background needed to design and develop systems that are engineered to be reliable and secure. The need is so great that the National Security Agency (NSA) established Centers of Academic Excellence in Information Assurance (IA), an outreach program initiated by Presidential Decision Directive 63, the Policy on Critical Infrastructure Protection, May 1998. The program goal is to reduce vulnerabilities in our National Information Infrastructure by promoting higher education in information assurance, and producing a growing number of professionals with IA expertise. A more recent message from the U.S. Government can be found in The National Strategy to Secure Cyberspace, Education and outreach play an important role in making users and operators of cyberspace sensitive to security needs. These activities are an important part of the solution for almost all of the issues discussed in the National Strategy to Secure Cyberspace. Kennesaw State is uniquely positioned to create additional educational support for the national mission and regional need for information security professionals. With the experience gained in the undergraduate certificate in information security and assurance, and the knowledge and expertise of the faculty, we are ready and able to offer this formal certificate. The MSIS has offered individual courses in information security for over two years, and now is prepared to take the information concentration in Information Security and make it available to both MSIS graduate and non-degree graduate students. The department is also currently surveying industry representatives to determine their perspective of additional education in information security and assurance. Currently over 30 top Atlanta companies have indicated support, with formal letters of support on the way. These include Delta Airlines, Home Depot, Coca-Cola, AirTran Airlines, the Georgia Technology Authority, the Georgia Bureau of Investigation, Georgia Pacific, Georgia Power, and a host of others. Appropriate specialization The Certificate itself is a specialization and does not contain sub-specializations. The focus is on both technical and managerial applications of information security. Quantity of graduates A recent poll of students in the MSIS resulted in over 45 students with an interest in Information Security, representing approximately 50 percent of the overall enrollment. The two courses currently being taught in the informal information security concentration have average 20-25 students per semester each. It is estimated that at least 10 students per semester will complete the requirements for the certificate. Productivity Many of the courses necessary to complete the certificate are offered at least twice per year. The two core courses are offered annually. Students entering the program will be advised as to the requirements necessary to complete the program in a timely manner. It is anticipated that students should be able to complete the certificate within two semesters, as the two core courses are not offered in the same semester, but in sequential ones. Partnering. Currently the MSIS program does not plan to partner with other programs or institutions to offer this certificate. However, students in the certificate program could take one course outside the program, subject to the approval of that programs director/coordinator. Placement Analysis of the job market indicates that IT jobs are expected to rebound quickly in the next year. Topping the list of hot jobs is information security. It is expected that a certificate in Information Security and Assurance will provide a competitive advantage to a working IT professional seeking to move into this new and exciting field. IV Procedures Used to Develop the Program The certificate program was designed based on the lessons learned in the development and implementation of the undergraduate certificate in ISA. Currently over 20 students have earned that certificate in the two years since its deployment, and an estimate 65 other students are currently enrolled. The two primary architects of this program are also authors of The Draft Curriculum Model for Programs of Study in Information Security and Assurance. This document is a work in progress combining the best practices and lessons learned in their research and academic curriculum development. It includes lessons learned from the authors experiences as a program evaluator for the IS accreditation board, as well as from presentations and lectures to dozens of institutions through the support of Course Technology, the publisher of the authors textbooks in Information Security. Feedback from attendees at these presentations was also incorporated into this process. The aforementioned curriculum model is based on a backward development process, whereby the program architects start with the desired professional results (positions, jobs etc) and work backwards to knowledge areas, courses and prerequisites. The resulting set of courses were deemed ideal in supporting this program given the limitations of a 4 course sequence, and the desire to allow some degree of customization of the program through student electives. V Curriculum: Degree Program Requirements The Graduate Certificate in Information Security and Assurance is designed to provide IT and non-IT professionals alike with a detailed appreciation and understanding of the role of Information Security in the organization. The Certificate begins with a firm foundation in data communications then provides additional knowledge in both technical and managerial aspects of Information Security. The program includes key information in risk management, vulnerability assessment, the design and implementation of technical and non-technical controls, policy development and implementation, program management and security personnel and certification issues. Students may select one elective to customize their certificate in areas of electronic business systems, systems administration, an applied experience or a non-technical area. Program Admission Requirements: Graduates holding a baccalaureate degree from colleges or universities accredited in a manner accepted by Kennesaw State University may apply for admission to the MSIS ISA Certificate at Kennesaw State University. Baccalaureate degree from an institution accredited in a manner acceptable by Kennesaw State University. Admission will only be granted to students showing high promise of success in the program. Minimum cumulative undergraduate adjusted grade-point average of 2.75 on a 4.0 scale. Successful completion of required undergraduate course work (or fulfillment of preparatory knowledge clusters through professional work experience). Prerequisite knowledge areas includes: Basic knowledge of computer information systems, including proficiency in the use of common PC-based software environments Quantitative skills including algebra, calculus, and statistics Knowledge of the principles and common applications of data communications Minimum score of 500 on the Graduate Management Admission Test (GMAT) with a minimum score of 30 in the verbal category, 30 in the quantitative category and 3.0 in the analytical writing category. OR Minimum total score of 1425 on the General Test of the Graduate Record Examination (GRE) with a minimum score of 400 in the verbal and 400 quantitative categories and 3.0 in the analytical writing category. Other criteria will be considered by the MSIS Admissions Committee for applicants, including: -performance on previous computer science, information systems, and management coursework; -GPA attained in other junior/senior level course work; certificates of attainment in computing-related training/self-study programs; -accomplishment in professional activities; -relevant work experience. Growth and Flexibility As the program grows, sections of required courses can be offered with increased frequency, up to twice annually. Current resources preclude offering each course every semester. However, the elective component provides a degree of flexibility to allow a student to take courses offered when available, and still maintain a 2 course/semester load, the expected average course load. IS 8110. Information Security Administration. Examination of current Standards of Due Care and Best Business Practices in Information Security. Includes examination of security technologies, methodologies and practices. Focus is on evaluation and selection of optimal security posture. Topics include evaluation of security models, risk assessment, threat analysis, organizational technology evaluation, security implementation, disaster recovery planning and security policy formulation and implementation. IS 8112 Information Security Technologies. 3-0-3. Prerequisite: IS 8040. Data Communication Theory and Practice. Detailed examinations of the application of technical controls to protect the confidentiality, integrity and availability of information and information assets. Includes tools, techniques and technologies in the protection of information from internal and external threats. Topics covered include: firewall configurations, hardening operating systems, intrusion detection systems and virtual private networks. Electives: IS 8070. Legal and Ethical Issues in Information Systems. 3-0-3. Prerequisite: Admission to the MSIS program or permission of the graduate program director.This course is a case-based survey of contemporary legal and ethical issues faced by IS professionals. Prerequisite: IS 8040.This course examines the integration of Local Area Network (LAN) and Wide Area Network (WAN) networking environments. The course also addresses key protocols, hardware, software and networking components. Topics include: router and switch operations, Internet gateway and firewall configuration, client/server systems and internetworking security. IS 8724 e-Business Technologies. 3-0-3.Prerequisite: Admission to the MSIS program, orThis course focuses on core e-business technologies. VI INVENTORY OF FACULTY DIRECTLY INVOLVED Course/Instructor Support Depth, & FACULTY RESEARCH AND SCHOLARSHIP The Program Director, Dr. Michael Whitman, is an Associate Professor of IS and an active researcher in Information Security with over 55 publications in texts, journals, and conference presentations. In addition to a Ph.D. in IS, he has earned the Certified Information Systems Security Professional (CISSP), as well as a. He is currently co-authoring his second text, Management of Information Security 2004 Course Technology to be published March 2004, by Course Technology. His first text, Principles of Information Security 2003 Course Technology, has already been adopted by over 60 institutions globally. He has also authored The Hands-On Information Security Lab Manual 2003 Thomson Custom Pub. The PI is the Director of the KSU Center for Information Security Education and Awareness, and actively promotes Information Security in the KSU community, and the Director of the KSU Information Systems Masters program, responsible for graduate IS curriculum. He is also an IS program evaluator for ABET-CAC. Dr. Chong-Wei Xu and Dr. Victor Clincy, have both taught courses in data communications in the MSIS, and will continue to support the data communications, networking and related courses. Herbert J. Mattord, is an Instructor of IS and a former information security manager at Georgia-Pacific Corporation, a multinational forest-products company. He also holds the CISSP and prior to moving to a full-time academic position was very active in professional information security activities across the country. He is the co-author of both Principles of Information Security, and the forthcoming Management of Information Security. He is the coordinator for the Certificate in Information Security and Assurance, and the Operations Manager for the KSU InfoSec Center. Prof. Mattord will be applying for conditional graduate faculty status to teach specifically in this program. His experience and certification uniquely qualify him to teach graduate information security courses. The department is currently recruiting an additional faculty member with experience or interest in data communications and information security. This person is expected to be on board by Fall 2005. FACULTY DEVELOPMENT A number of department faculty members have expressed an interest in adding information security expertise to their portfolio. These faculty are part of an NSF grant recently submitted to build the information security program within the department, and will receive additional faculty development. As part of the departments ongoing professional development process, Dr. Whitman and Prof. Herb Mattord have developed and are implementing a professional development seminar series on teaching information security. This is based on the materials in their textbooks, and experiences in curriculum development and information security practice. In addition, the department hosts an annual information security conference; this year focuses on information security curriculum development. All involved faculty will be attending. VII Outstanding programs of this nature at other institutions Survey and comparative analysis. As indicated earlier, the only other program of this nature in the state is at Georgia Tech. Their program is a comprehensive masters degree in Information Security program. The emphasis however, is on technical aspects of information security. From the Georgia Tech course catalog: The Masters in Information Security is a three-semester program for a total of 32 semester hours. Each student is required to take a set of core courses, a practicum and one of two concentrations (technology or policy). The core is composed of 7 courses, and the concentrations are three courses tailored to the student needs and desires but are focused on technological or policy. VIII Inventory of pertinent library resources The Center for Information Security Education and Awareness, of which the MSIS Director is also Director maintains a library within the CSIS Department with extensive titles in Information Security. Couples with the Sturgis library holdings, and available electronic resources, the University is well equipped to handle the teaching and research needs of the Certificate. IX Facilities X Administration The certificate program will be administered by the MSIS Program Director, who has extensive expertise in managing the undergraduate Certificate in ISA. He will be assisted by the Program Specialist, Wanda Sexton and department secretarial staff. XI Assessment After the program has been operational and generated its first graduates, the program will be continually re-assessed to determine its ability to meet both the needs of the market, and the interests of the students. XII Accreditation There is currently no accreditation body for Graduate IS, IT or Information Security programs.
