Temporary Employees -> GDCP Georgia Defined Contribution Plan Also known as “Def Con” or “GDCP”, the Georgia Defined Contribution Plan was created by the Georgia State Legislature to provide a retirement system for temporary, seasonal, and part-time employees of the State of Georgia who were not eligible for membership in the Employees' Retirement System (ERS) or the Teachers Retirement System (TRS). Enrollment in GDCP is automatic for qualified employees. A GDCP enrollment form is part of the new employee orientation paperwork. This same form is used to provide a beneficiary designation in the event of the employee's death. The GDCP deduction rate is 7.5% of the employee's after tax salary. Contributions accrue interest at a rate of approximately 4%.
Upon separation of employment and no GDCP eligible payroll activity for six weeks, an GDCP participant may apply for a full refund of contributions. Those employees who move from GDCP eligible positions into benefited positions may apply for immediate refund of contributions. Upon withdrawal of contributions, taxes and/or penalties may apply on any interest which has accrued on the contributions. After being verified by HR, the refund application is forwarded to GDCP for processing. The total processing time is estimated at 12 – 14 weeks from the time the complete and accurate refund application is received by HR.
