David Dove

Chairman of the Board of Regents of the University System of Georgia

David B. Dove serves as Chairman of the Board of Regents of the University System of Georgia, the constitutional governing body that oversees 25 public colleges and universities. Dove joined the Board of Regents in 2024, representing Georgia’s 11th Congressional District, and assumed the role of Chairman on January 1, 2026.

A partner at Troutman Pepper Locke LLP, Dove leads the firm’s Regulatory and Economic Investment Practice. He counsels clients across a broad range of matters including environmental, economic development, tax, government litigation, and investigations. He represents clients in state and federal courts and before government regulatory bodies. His practice is distinguished by his years of service at the highest levels of state government.

David Dove

Prior to joining the firm, Dove served as Executive Counsel to Governor Brian P. Kemp, serving as one of two direct reports to the Governor. In that capacity, he helped secure significant legal victories, most notably in Georgia’s Tri-State Water Wars litigation. He also served as Interim Director of the Georgia Environmental Protection Division, appointed by the Georgia Board of Natural Resources in 2023, and he serves as a Georgia Commissioner on the Uniform Law Commission.

Originally from Athens, Dove earned both his Bachelor of Arts and his Juris Doctor from the University of Georgia, where he was inducted into the Order of Barristers and the Blue Key Honor Society. He has remained deeply engaged in higher education, serving in alumni leadership roles and contributing to legal education as an adjunct professor of law. He has been recognized multiple times as one of Georgia’s top lawyers and honored with several distinguished awards recognizing his leadership and service.

Dove is deeply committed to the broader Georgia community. He serves as a Trustee of the Woodruff Arts Center and on the Public Affairs Committee of Children’s Healthcare of Atlanta. He was also appointed by Mayor Andre Dickens to serve as a member of the City of Atlanta Task Force on Ethics.

Dove resides in Marietta, Georgia, with his wife and their three children.

Dr. Norman J. Radow

Norman J. Radow founded The RADCO Companies in 1994, driven by a lifelong passion for improving the lives of people and the neighborhoods they call home. Thirty-two years later, RADCO remains a highly respected leader in the real estate industry with a strong focus on multifamily.

RADCO has earned seven Best Places to Work in Multifamily awards. Norman holds a 99% approval rating on Glassdoor and has been named one of Atlanta’s Most Admired CEOs.

Before founding RADCO, Norman built a successful career as a real estate litigation, workout, and transactional attorney. He earned his Juris Doctor from New York Law School in 1981 and his Bachelor of Arts from SUNY Plattsburgh in 1978 and was licensed to practice law in both New York and Georgia. 

Dr. Norman J. Radow

Based on his real estate and legal expertise, Norman was the primary workout and restructuring agent for most of Lehman Brothers’ real estate portfolio during its bankruptcy. In 2024, he received an honorary doctorate from Kennesaw State University.

Norman served for ten years as Vice Chairman and Chairman of the Kennesaw State University Foundation Board of Trustees. In recognition of his lasting impact and commitment to the university, the Georgia Board of Regents named the Norman J. Radow College of Humanities and Social Sciences at Kennesaw State University in his honor. Currently, The Radow Family Foundation has one of the largest endowments funding student scholarships at KSU in three colleges, with about 50 scholarships and fellowships awarded to students in the Radow College this year alone. 

Norman also has served on the Board of Trustees of his alma mater, New York Law School, since 2006.
